The "American Recovery and Reinvestment Act of 2009" was signed into law on February 17, 2009. According
to the ACT,
H.R.1 Section 4101, physicians who implement an EHR (Electronic Health Record) system by
2012 will receive a first stimulus payment of $18,000.00 of the total of $44,000.00 or more available to each
physician.  Much has happened since H.R.1 was passed, including the introduction of
H.R.408, and H.R.556,
either one of which if passed would
repeal the stimulus money for EHR implementation.

Interoperability is a key component of EHR systems, as specified on the hhs.gov website.  Interoperability is
defined by the HHS as "ensuring that system can connect to, and exchange information with, other systems".
